128 bit encryption for IE6

How to upgrade IE6 from 56 cipher strength to 128 bit encryption.
I upgraded my IE from 5 to 6.0 SP1 but cipher strength is still 56 bit.
Instructions say: If you are running Windows 2000, installing Internet
Explorer 6.0 will not change the current level of encryption on your computer.
So how do I change the level of encryption.

Download Windows 2000 High Encryption Pack from here and install it on your
OS.
